What is the Urban Dwaar Developer Score?

The Urban Dwaar Developer Score is a 0–100 rating that measures a real estate developer's track record using public MahaRERA data. It is composed of four objective dimensions, Delivery (30 pts), Compliance (25 pts), Construction Quality (10 pts), and Scale (15 pts), plus an Urban Dwaar Confidence component (20 pts) that incorporates external credit ratings, site visits, and buyer feedback. A score above 70 indicates a developer with a strong public record. This is an independent, proprietary assessment, not an endorsement.

What data is used to compute the score?

The score is derived entirely from publicly available MahaRERA data: project registration records, complaint history, litigation filings, occupancy certificate status, possession dates, extension dates, and quarterly Form 1 update filings. Urban Dwaar fetches this data periodically from MahaRERA and processes it to compute the score. For the Confidence component, Urban Dwaar also uses external credit ratings from agencies such as ICRA, CRISIL, and CARE when available.

What does 'High Confidence' or 'Established' label mean?

'High Confidence' is the top label, given to developers with strong delivery track records, minimal complaints, high OC rates, and significant scale. 'Established' means the developer has a solid history across multiple projects with no major red flags on MahaRERA. 'Growing' indicates a newer developer with limited data. 'Caution' is assigned to developers with notable complaints, litigation, or high delay rates, Urban Dwaar recommends additional due diligence before committing to such projects.

How many RERA complaints is too many?

Urban Dwaar evaluates complaints per project, not in absolute terms, a developer with 30 projects and 5 complaints has a better compliance rate than one with 3 projects and 3 complaints. Generally, zero complaints is the gold standard. 1–2 complaints across a large portfolio is acceptable. More than 5 ongoing unresolved complaints, or any litigation, warrants deeper investigation. The nature of the complaint matters too, a possession delay complaint is less severe than a fraud or structural defect complaint.

What is an Occupancy Certificate (OC) and why does the score use it?

An Occupancy Certificate is issued by the local municipal authority (BMC, NMMC, TMC, or Pune MC) after a building passes all final safety and compliance inspections. It certifies the building is legally fit for habitation. Without an OC, buyers cannot legally move in and banks may withhold final loan disbursement. Urban Dwaar uses OC attainment as a measure of construction quality, developers who obtain OCs for their completed projects demonstrate compliance with building regulations. The score only measures OC for post-2017 (post-RERA) projects.

What is Form 1 compliance and why does it matter?

Form 1 is the quarterly progress report that all active RERA developers must file every three months. It updates MahaRERA on construction progress, financial status, and any changes to the project. Regular Form 1 filings are a strong signal of an active, compliant developer. Urban Dwaar checks how many of a developer's active projects have been updated in the last 6 months. Projects with stale Form 1 data (no updates in 6+ months) are a warning sign, it may indicate the project is stalled or the developer is non-compliant.

What is the difference between a RERA complaint and litigation?

A RERA complaint is a formal grievance filed by a buyer with MahaRERA against a developer, typically for possession delays, failure to provide amenities, construction defects, or refund disputes. MahaRERA's Adjudicating Officer hears and resolves these. Litigation refers to court cases filed against the developer, either in consumer courts, civil courts, or NCLT (insolvency proceedings). Litigation is weighed more heavily in Urban Dwaar's scoring because it indicates more serious disputes that could not be resolved through MahaRERA's process.
